The City Gates Merchant is an unnamed merchant in the Athkatla City Gates district.
He appears when at least 5 days[1] have passed since you first entered the City Gates district. You will see a man name Hanj threaten an unnamed merchant. If you choose to defend the merchant he will let you look at his stock before leaving. Be prepared with enough gold / Potions of Master Thievery because you can only shop from him once. If you choose not to defend the merchant, you will miss the opportunity to trade with him.
