All creatures affected by the spell Haste have their rate of movement doubled, gain a bonus of -2 to initiative and receive one (1/2 if applied to APR of 5/2 or 7/2 etc) extra APR.

There's a potion which grants the same effects on single target but with longer period, there's also an improved version of haste.

Description

When this spell is cast, all creatures affected function at double their normal movement rate, gain a -2 initiative bonus, and receive an extra attack per round. Thus, a creature moving at 6 and attacking once per round would move at 12 and attack twice per round. At the instant the spell is completed, it affects all allied creatures in a 30-ft. radius centered on a point selected by the caster (thus, creatures leaving the area are still subject to the spell's effect; those entering the area after the casting is completed are not). This spell is not cumulative with itself or with other similar magic. Spellcasting and spell effects are not affected. Note that this spell negates the effects of a Slow spell.

    1. The bonus to moment rate or APR won’t stack, if Haste, Improved Haste and Oil of Speed are simultaneously present, only the better APR value, which comes from IH, is used, but the moment bonus does stack with Boots of Speed. Slow will half APR and nullify one layer of the doubling moment effects
    2. Regeneration, poison etc occur at double rate, thieves’ Hide In Shadows cool down time is also shortened to 3 sec instead of 6. Slow will half the over time effects rate and extend HIS cooldown to 12 sec
    3. At normal state, the delay between your command and the character actually starts to cast spells from scrolls is nearly one and half sec, haste will shorten the delay into less than one sec, it also cuts the casting time in half, resulting in very fast actions when casting from scrolls. Slow works in the opposite way, making the delay to three sec and doubling the casting time from scrolls
    4. You may notice the slight casting speed “improvement” while casting from spellbook, this is because haste shortens the time a character needs to turn and face the casting direction, thus won’t speed up the spells if the character’s already facing the desired direction. However, Slow WILL double the casting time from spellbook
