This helmet can be obtained in the city of Baldur's Gate in one of the houses around the Ducal Palace when the party kills Jardak.
Baldur's Gate II
This helm is gained as a reward from the first mission from the Temple of Helm in the Athkatla Temple District in Athkatla. It no longer looks the same as in Baldur's Gate.
