Lady Beth can be spoken to immediately after emerging from Irenicus' Dungeon. She provides some basic information, such as telling Gorion's Ward and their party that they are in Athkatla, the capital city of Amn, and that Imoen and Irenicus were taken by the Cowled Wizards after the battle that damaged the Promenade.
