Near the Firewine Bridge ruins I met a bard who told a rousing tale of swordsmen, one of whom betrayed the others, whose spirits will not rest until they find him again.

You can ask Poe about the truth of that tale. And you can find it out yourself.
Inside the Firewine dungeon you find the haunting ghosts and they will reveal that they cannot rest until they are united with their lost brother. You find the missing swordsman in the corridors north of them and can release him by killing him. When you bring back his armor to the others their souls are all laid to rest and they vanish.
