Quayle is a Chaotic Neutral cleric/illusionist gnome found on the paved road near the city gate. He will join the party and there is no quest required to complete if you want him to stay as long as needed in your party. His starting equipment is a club, a sling and 20 bullets.
In Baldur's Gate II, he is Aerie's 'uncle' and tutor. He can be found in the circus tent in Waukeen's Promenade after Kalah has been killed. As a gnome with 11 Constitution, Quayle receives a -3 bonus to saves vs. Spells and Wands.
